Civil Engineer Lead The Position

Buro Happold has been appointed as the designers and on-site supervisors on a very large marine / infrastructure project in an area known as Al Khiran, circa 25 miles south of Kuwait City. A new position has arisen to work within the existing site team in Kuwait in the implementation of the second Phase of the project. The position is for an experienced site based civil engineer with experience of earthworks and marine works.


The Project

La’ala Al Kuwait Real Estate is undertaking a major real estate development South of Kuwait City and which is known as Sabah Al Ahmad Sea City. The development comprises of the construction of a number of lagoons and water channels connected to the Arabian Gulf via the existing Khor and new water inlets followed by the construction of complete utility infrastructure for roads and bridges, storm water, sanitary sewer, potable water, electrical and telecommunications networks, irrigation and major facilities for STP, substations and pump stations. The Client has appointed a Contractor to execute the works on site and the works are on-going.


Phase A of the Project is completed and hence the position relates to Phase B of the Project only. Phase A of the project has been ongoing for in excess of 20 years and Phase B is envisaged as taking another 10 years.

What is the purpose of the role?

To supervise and oversee the implementation by the Contractor of the earthworks and marine works that form Phase B works and in addition support the remaining members of the BH site team in the execution of the other civil engineering works on the site. 


What will success look like?
  • Completion of the review of submissions by the Contractor in a timely manner.


  • Delivering the project efficiently and within time and cost constraints set by the Client


  • Ensuring the works are delivered on site in accordance with the contract documents


  • Developing strong internal and external networks on the project.


  • Supporting the development of other employees.


  • Solving all problems efficiently and effectively.


A detailed overview of your responsibilities is as follows…

The Buro Happold team on site execute the services as listed below on all the elements of the executed works. However, the candidate will execute the services as it relates to the marine and earthworks element of works.


  • Review shop drawings, samples, mock-ups and other submittals and return comment, as applicable, and approve or reject the submittals. 


  • Review of shop drawings for Statutory Authority compliance.


  • Review Permit to Dig and examine the condition on site where specifically requested and determine if it is necessary to obtain further examination.


  • Identify special inspections and test of the work to enable the Contractor to carry out its works and approve these.


  • Highlight defects in the works on site.


  • Prepare desired change orders including preparation of the necessary description.


  • Organize and maintain the appropriate project Technical Records to ensure compliance with the designs prepared.


  • Assist the in the preparation and issuance of monthly technical progress report.


  • Receive, review and approve record drawings.


  • Assist in the preparation of the close out report.


  • Assist in the technical review of any claims during the construction period.


  • Attendance at site progress meetings and discipline meetings to review technical issues and progress.


  • Review of work method statements prepared by the Contractor for compliance to the “for construction” documents.


  • Review of shop drawings prepared by the Contractor for compliance to the “for construction” documents.


  • Respond to Contractor Requests for Information.


  • Review works executed on site for compliance to the “for construction” documents.


  • Manage the Site Inspectors employed by the Client who shall inspect the installed work.


  • Visit site regularly and as requested by Client or CMT to review quality of work and provide comment to CMT as required.


  • Prepare monthly progress report. 


Qualifications and Experience
  • Chartered Civil Engineer or equivalent (from a recognised academic institution)


  • Proven experience in a comparable role


  • Have at least 10 years’ experience in similar works and ideally at least 2 years on site.


Style and Behaviours
  • Be able to work within a team and liaise with the contractor and client as necessary.


  • Be able to understand the implications of the proposed design and the implications of the design on the construction methods proposed and suggest alternatives if necessary.


  • Have excellent communication skills in outlining issues and solutions to all members of the project team


  • Ensure all work completed is reviewed by you or the BH site team or by others as assigned to you.


  • Propose multiple solutions to challenges, being able to articulate the benefits and shortfalls of each to the client, taking into consideration other disciplines requirements within these solutions.


  • Producing insightful reports, presentations, models and drawings as requested by the client to an excellent technical standard, high level of accuracy and in a timely manner. Be familiar and comply with all Buro Happold’s internal quality assurance procedures.


  • Is aware that certain factors can lead to dispute and manages processes, accordingly, escalating where necessary and at the right time.
